The GROW project started in August 2001 with funding for two years from the National Science Foundation (NSF). GROW is the first development project towards the creation of a National Civil Engineering Education Resource Library (NCERL) and is part of the National Science Digital Library (NSDL).

The mission of NCERL is to encourage and promote interest, exploration and learning in Civil Engineering through the development, collection, and dissemination of reviewed and ranked interactive resources continuously enhanced by new technological innovations.
